Antique wood and iron whiligig ornament, the wind powered pinwheel mechanism moved the church dasher and woman's arms. This is a stereotypical "Mammy" figure with a headscarf and performing a domestic task - this imagery was popular during the Jim Crow and Great Depression era, which was also the height of the whirligig popularity. More modern base.
